The Ministry of Finance has drafted a decree which allows for a VAT relief. The relief is to apply to free-of-charge delivery of construction materials for the persons who suffered damages due to the flood. However, it should apply only to individuals who are not VAT taxpayers as well as to entities who incurred damages with regard to the buildings where they perform educational or cultural activities, activities relating to social care, health protection etc. The draft imposes an obligation to have a relevant certificate issued which would document that the damage was caused by the flood.

The decree comes into force on the day it is announced and will remain in force until September 30, 2010.
