On November 3, 2009 the Council of Ministers adopted the draft act on supporting the development of telecommunication services and networks. The purpose of the draft is to facilitate investments in modern telecommunication infrastructure, increase the competition on this market as well as make the access to Internet more widely available in Poland. Pursuant to the draft, units of the local authorities will be able to conduct telecommunication activity and build networks. The drafted regulations determine the rules of co-usage of and access of entrepreneurs to telecommunication infrastructure, with taking into account that since the infrastructure has been built for public resources then it should serve the public (rule of open network).
The draft includes propositions concerning facilitations within the scope of location of the particular form of investments to which such regional broadband networks belong (built from the EU resources). Shortening of the investment pathway for these project is to make it possible for the European funds to be used in full.
