Poland and Sweden are strengthening cooperation in the field of civil protection and civil defense with a Letter of Intent

Ministers Marcin Kierwiński and Carl-Oskar Bohlin signed a letter of intent in Warsaw, reinforcing the strategic partnership in the face of threats related to hybrid and climate crises in Europe.

During the Total Defence Forum in Warsaw, Poland’s Minister of the Interior and Administration, Marcin Kierwiński, and Sweden’s Minister for Civil Defence, Carl-Oskar Bohlin, confirmed that the security of the Baltic Sea region is their shared priority. The agreement is a direct continuation of joint efforts from 2024–2025.

The document signed on March 11, 2026, provides for the intensification of experience-sharing at both the strategic and operational levels. Cooperation will focus on four key areas.

The first area is security related to the increasing use of drones. This includes both the use of civilian drones for rescue operations, as well as the development of early warning systems and protection against threats from potential drone attacks used in hybrid operations.

The second area of cooperation concerns strategic reserves, which in Poland are maintained at the highest readiness by the Governmental Agency for Strategic Reserves. Cooperation will primarily involve exchanging best practices in the organization of large stockpiles and ensuring supply security in crisis situations.

The Polish-Swedish letter of intent also highlights societal resilience as one of the important areas. Building the readiness of the entire society and strengthening cooperation between the public and private sectors is currently one of the key initiatives being implemented in Poland.

The fourth important area of joint security is the development of coordination among services responsible for coastal safety. The Baltic Sea connects Poland and Sweden and places a shared responsibility on both countries for its security.
